Optimising Confined Space Emergency Response Plans Across Industries

  • 29 Feb 2024

Confined space entry involves accessing or working within spaces characterised by potential hazards and restricted entry or exit points, often leading to risks related to inadequate air circulation and complex rescue processes in emergencies. Here is where emergency response plans come into play to mitigate these risks and ensure the safety of workers. In this article, we explore the optimisation of these plans across various industries, shedding light on how they safeguard the well-being of workers in these environments.

Manpower Allocation

When it comes to confined space entry, having the right manpower is crucial for ensuring a swift and effective response to emergencies. A dedicated emergency rescue standby team can promptly respond to any unforeseen incidents within confined spaces, rendering immediate assistance and intervention to enhance the overall safety of personnel. Equipped with the necessary tools and gear, these team members are well-versed in challenges associated with confined space entry. They usually possess a deep understanding of the potential hazards, are adept at navigating limited spaces, and can execute operations efficiently. At COSEM, we provide technical expertise to companies facing challenges related to confined space entry, offering tailored outsourcing services for emergencies in this domain.

Risk Assessment and Mitigation

Comprehensive confined space entry emergency response plans, coupled with risk assessments, empower companies with proactive strategies to minimise risks before they escalate into emergencies. These pre-operational efforts are essential for evaluating risks, identifying potential hazards, and outlining strategic measures to address urgent scenarios effectively. Understanding the diverse needs of companies in handling emergencies, COSEM conducts on-site chemical identification and risk assessments aligned with Ministry of Manpower (MoM) guidelines. In collaboration with supervisors, safety officers, and on-site managers, we streamline emergency preparedness processes to ensure readiness.

Expertise and Skills

Complementing risk mitigation efforts is the expertise of the emergency response team, adding another layer of safety to confined space operations. COSEM serves as a reliable partner in managing unforeseen emergencies, crises, or disasters, providing essential operational support for spill containment, leak sealing, or decontamination. In spillages within the oil and gas industry, our team utilises their knowledge to perform spill clearance and offer escort services for complex chemicals exceeding predetermined amounts.

COSEM is offering a specialised Confined Space Emergency Rescue Course to equip Emergency Response Teams (ERT) with foundational rescue skills, aligning with SCDF CERT and MOM-approved code of practice. The two-day programme covers five priorities for emergency rescue operations, three types of confined space rescue, situations requiring special consideration, and basic rescue safety rules. In this course, participants learn to use various rescue equipment, gain a deeper understanding of anchor and rigging systems, and master basic hand signals for confined space rescue operations. Some basic Personal Protective Equipment (PPE) required for this course include coveralls or safety uniforms, safety gloves, safety helmets, and goggles.

COSEM is committed to optimising confined space emergency response plans for safer working environments across industries.
