Overview
COSEM Safety & Security Services leverages the experience and expertise of serving and former SCDF personnel to offer comprehensive consultancy services. We also tap on highly qualified SCDF personnel who have served the SCDF in key management positions and are instrumental in strategising, developing and managing key Civil Defence Systems.
Reviews & Audits
We conduct thorough fire safety reviews of buildings to ensure compliance with SCDF fire safety requirements. Our assessments include a comprehensive report with recommendations for fire safety enhancements. Additionally, we assist building owners in evaluating and auditing fire safety readiness through tabletop exercises and full-scale evacuation drills.
Emergency Response Plan
It is a regulatory requirement for certain public buildings and industrial premises with high occupant loads or large site areas to have an Emergency Response Plan (ERP) in place, following SCDF guidelines. With extensive experience in preparing ERPs for clients such as Jewel Changi Airport, Temasek Holdings, and Singapore Buddhist Welfare Services, we offer comprehensive services to either develop an ERP from scratch or review and enhance existing plans.
Capability Development
We offer consultancy and training services to organizations aiming to develop Civil Defence capabilities, such as firefighting, urban search and rescue (USAR), and hazardous materials (HazMat) response. For instance, if an organization seeks to achieve the INSARAG External Classification (IEC) for USAR capability, COSEM Safety & Security Services will assess the current level of compliance with United Nations IEC Guidelines and provide guidance on closing any gaps to meet the requirements.
We have successfully prepared and trained the following teams to achieve IEC certification:

- Saudi Arabian Search and Rescue Team (2015)
- Qatar Search and Rescue Team (2015 & 2024)

Emergency Preparedness Exercises & Audits
With extensive expertise in exercise planning and management at both strategic and operational levels, we have been designing and conducting Table-Top Exercises, Command Post Exercises, and Full Deployment Exercises for various government ministries and organizations since 2008. These exercises feature carefully planned scenarios, including narratives, situation updates, and exercise injects to simulate real-world conditions.
We also assist organizations in assessing operational readiness through stringent audits. For example, we collaborated with the People’s Association to develop an audit framework, complete with relevant checklists, to evaluate the readiness of their grassroots network.
Singapore Civil Defence Academy (CDA) International Courses
We conduct training needs analysis and design customized training courses in firefighting, Urban Search and Rescue (USAR), and hazardous materials (HazMat) response, tailored for a diverse international audience. Our courses are highly sought after by organizations and participants worldwide.
The following courses are offered by our Civil Defence Academy:
- International USAR Course – Trains participants in the tactics and techniques for conducting search and rescue operations in urban environments
- International HazMat Responder Course – Equips participants with the procedures and techniques required for rescue operations and mitigation efforts involving hazardous materials
- International Firefighting Course – Focuses on training participants in rescue and firefighting tactics and techniques for operations within structures and industrial settings
We also provide trainers who can be attached to the client’s training institution on a long-term basis to ensure the efficient transfer of knowledge, skills, and competencies. Our trainers will assess the training needs, develop lesson plans and materials, conduct training sessions and assessment exercises, and, if required, mentor designated officers to become trainers as part of the transition to hand over the training responsibilities to the client.
