Consultancy on Training Courses & Programmes

In terms of training, COSEM offers a wide array of local and international courses, workshops and table-top exercises (TTX) in the fields of crisis management, fire-safety and the practical skills needed in an emergency response. One of the hallmarks of our training consultancy is the ability to customize training programs, materials and syllabus to suit our client's specific requirements and objectives. This, again, stems from COSEM's close relationship with the SCDF. It's also this very same partnership with the SCDF and its training academy (the Civil Defence Academy) that we're able to provide training packages that covers both the theoretical and practical spectrum for a more holistic learning experience.

Under the ambit of this partnership with CDA, we provide a slew of emergency response and management programs specifically catered for overseas participants, such as the International Urban Search & Rescue Course, the International Hazmat Course, International Fire Safety Course, International Fire Investigation Course, International Disaster Management Course, and the International Fire Fighting Course.

All our trainers and facilitators are not only well-experienced, but are also dedicated to the purpose of equipping clients with the ability to critically apply the acquired knowledge and skills to their respective operating environments. In terms of training venues, lessons can either be conducted at COSEM HQ or at our client's premises, both local and overseas. Former clients of our Company Emergency Responder Team (CERT) program include a major petrochemical company as well as a leading global chemical manufacturer, both based on Jurong Island.

Community Emergency Preparedness Programme (CEPP) - 5 Days

The CEPP is by far the most basic emergency response training and awareness-building program that we bring to the community. The main pillars of the CEPP are the 3 components of basic fire-fighting, first-aid and CPR. In this regard, we can either conduct this training at our client's premises, or host it at our training facility at COSEM HQ at Sungei Kadut.

ERT (Emergency Response Team) Incident Response Course - 3Days

For organizations that have decided to form Emergency Response Teams (ERTs) to tackle in-house incidents, this program will equip participants with the fundamentals in knowledge and technical proficient in handling commercial and/or industrial emergencies. The syllabus of this programme covers the basics in emergency response planning, understanding of fire protection systems, conducting basic cardiopulmonary life support (BCLS), the practical handling and usage of the Breathing Apparatus set, as well as first-aid fire-fighting using fire extinguishers, hose-reels and very simple set-up of hoses with nozzles. This course provides responders with the skills needed for more advanced training under the CERT programme (see Company Emergency Responder Team Course).

Company Emergency Responder Team (CERT) Course - 3 Days

In the advanced version of the ERT Incident Response Course, COSEM provides training to emergency responders under the CERT initiative to ensure that organizations have the necessary skills to respond to incipient incidents within the compounds of their premises. The syllabus of our CERT training program includes initial fire fighting and hazmat operations (e.g. mitigation of spills prior to the arrival of the authorities), the operation of active fire protection systems such as fixed foam, drencher, and sprinkler systems, the conduct of snatch rescue and immediate evacuation operations, as well as other key functions needed to assist the authorities in jointly managing the incident (interfacing, post incident investigation, etc).

Disaster Management Course - 2 Weeks

Even though Singapore is relatively free from the consequences of natural disasters, the country is not immune to the effects of man-made disasters as attested by the 1985 Hotel New World collapse and, more recently, the collapse of the Nicoll Highway in 2004. The Asian Tsunami Disaster that devastated regional countries such as Indonesia and Thailand also stand as stark reminders that governments anywhere in the world must always be prepared for the unexpected. In is against this backdrop that participants will find the program useful. This is a high-level program that is designed to offer both public and private officials, especially representatives from humanitarian organizations and NGOs, with a strategic overview of Singapore's approach towards disaster management, as well as the challenges and policy-level issues facing the country at a national level. Participants will be rigorously involved in doing contingency planning, learn about the tactical and operational roles by government agencies in disaster management, as well as understand more about critical incident stress management and also how the UN (United Nations) coordinates international assistance during times of crises.

Incident Management Course - 1 Day

This course is designed to equip an organization's senior management and its executives managing the safety and security portfolio with skills and knowledge to effectively manage incidents at their premises. The key syllabus of the IMC includes basic principles and the methodology in incident management planning (contingency planning), basic risk analysis, the steps involved in the formation of an in-house Emergency Management Team (EMT), basic public relations management during a crisis, and key processes required in the linking up with relevant authorities during an emergency. This course ends with a TTX that allows participants to apply the lessons they've learned, and for our trainers to provide their feedback after assessing their skills proficiency.
