3. Consultancy for C3 Systems
   
   • SCDF has an integrated Command, Control and Communication System to enable it to response to any emergencies in Singapore and overseas
   • COSEM, with its experienced personnel, can offer consultancy services for organisations
     • Audit existing command, control and communication aspects of organisations
     • Review and enhance current C3 systems
     • Interface between users and IT companies to ensure requirements are met

4. Decontamination Services for Chemical Spillage
   
   • Provide 24 hour basis on-scene recovery services to incident involving hazardous material.
   • Oil (hydrocarbon) spillage
   • Hazardous substance (acid/alkaline/toxic) spillage
   • Post chemical fire
     
   • Execute MITIGATION, once an incident has been stabilized, to remove the immediate risk of chemical exposure to people and the environment.

5. Professional Services for Fire Safety Enforcement
• COSEM is able to provide professional fire safety enforcement as our employees are retired from active SCDF service and possesses the wide range of technical knowledge, operational experience and professional expertise required.
• Services COSEM includes:
• Enforcement checks based on the fire safety requirements of SCDF
• Enforcement checks based on requirements stipulated by customers
• Monthly, weekly and/or daily reports based on requirements by customers

6. Training of Emergency Responders & CERTs
   
   • COSEM can provide training to emergency responders and CERTs (Company Emergency Response Team) to ensure that they have the necessary skills to respond to emergencies within the compounds of the company.
   • COSEM’s CERT training includes:
   • Conduct initial fire fighting, rescue and hazmat operations such as mitigation of spills prior to the arrival of SCDF
   • Operate active fire protection systems such as fixed foam, drencher, sprinkler system
   • Conduct snatch rescue and immediate evacuation
   • Assist SCDF in emergency functions
   • Assist the authorities in carrying out incident investigation

7. Retail sale of Fire Safety Products
   
• To improve the fire safety standards in homes, offices and industrial building, COSEM conducts sale of fire safety products to bring down the cost of these products
• Establish our own range of Fire & Safety products under the Asterisk Trademark

8. Executive Placement for Retired Emergency Responders
   
   • COSEM has close links to the many retired emergency responders with rich experience gained in their work in SCDF
   • COSEM functions as an executive placement agency for companies who wishes to hire personnel with such expertise directly into their company
   • Some functions provided by COSEM includes:
   • Liaising with companies to understand the needs and requirements for job matching
   • Source for and identify suitable personnel and ensure job fit

9. Fire Warden and Security Guard Services
   • Due to the training and experience gained in SCDF, the retirees and ORD NSF of SCDF possess the necessary skills and attitude towards the provision of fire warden and security services.
   • COSEM’s Security personnel are professional and can be relied upon to perform in various scenarios such as
   • Understand and are able to react when fire/alarm panel sounds
   • Able to tackle initial fire and prevent fire from spreading
   • Understand the need to evacuate when the need arises
   • Able to help the fire safety manager to conduct evacuation drills
