CD Systems and Infrastructure Development

Fire Safety Services
COSEM can help building owners ensure that their premises are able to meet the prescribed fire safety standards and legal requirements. Key areas that we cover under fire safety consultancy are:
Licensing for Flammable Materials storage, Fire Certification (FC) and the development of Fire Emergency Plans (FEP)
An accurate risk assessment and the development of an effective emergency plan are active ingredients to ensure a safe and secure workplace. Here, organizations may hire us to conduct a risk assessment of its premises, to advise on licensing issues for the storage of flammable materials, as well as to conduct fire certification inspections. Based on this, COSEM is able to propose customized fire safety solutions for any premises, including the drafting of the building's FEP. To this end, we will also be able to help organisations conduct contingency planning for disaster management, as well as develop SOPs and systems to manage risks (e.g. hazardous materials control and mitigation). A separate but closely-related module that organizations can tag onto this package is the establishment and training of an Emergency Response Team (ERT) for the premises. It is a well-known fact that businesses can minimize their losses if they possess capabilities to prevent emergencies from escalating, and the ERT is an integral part of this solution (see Company Emergency Response Team).

For premises with existing building plans, COSEM can step-in to provide on-site fire safety checks and audits to validate the robustness of the plans. Our specialists are well-trained to detect and provide advice on possible gaps between the fire-safety provisions found in the building, the requirements as stipulated in the building plan, as well as the actual fire safety needs of the premises relative to its current developments.
COSEM can also assist clients, especially the industries, to conduct fire safety enforcement checks on their own premises to ensure that they meet all the requirements as stipulated by the Fire Safety Act. We will then furnish regular reports to the management (monthly, weekly or even daily basis, depending on arrangements), and may assist in serving as court witnesses on behalf of our client if required.
Organization of Fire Safety Awareness Campaigns
Organizations with all the above in place, but wishing to improve the level of fire safety awareness among its employees, may engage COSEM to conduct customized fire-safety talks, lectures and seminars. Establishing CD Systems and related Training Infrastructure
Building on the experience of the SCDF in modernizing itself since its humble beginnings in the early 1980s, COSEM possesses the necessary know-how to help clients develop, review and implement CD systems according to their specific requirements. This includes, as a possible solution, the audit and design of customised C3 (Command, Control and Communication) systems to support efficient incident management.
Separately, by leveraging on the SCDF's experience in developing its Civil Defence Academy in 1999 and later, the Basic Rescue Training Centre in 2005, COSEM is also able to help clients design and build entire training institutions and mechanisms in support of their CD systems. COSEM will handle such contracts as turn-key projects and attach its specialists to the clients for the full duration of the assignment to ensure a complete transfer of knowledge and management capabilities.
In fact, COSEM is currently working with the police department of a Middle Eastern state to help enhance their overall systemic capabilities to meet the stringent standards of INSARAG's (International Search & Rescue Advisory Group) external classification, as well as to establish a USAR (Urban Search and Rescue) exercise facility for their training.
